To provide students with diversified life-wide learning and training activities;
To deepen students’ understanding of the Constitution and the Basic Law, including the important concepts of the constitutional status of the Hong Kong Special Administrative Region (HKSAR), the characteristics of the political structure, the HKSAR being an inalienable part of our country, as well as “One Country, Two Systems”;
To enable students to enhance their understanding of, for instance, Chinese history, Chinese culture, national affairs and national security, and lead students to proactively care about the development of our country and Hong Kong; and
To develop students’ leadership skills and widen their horizons as well as nurture them to become good citizens who are able and virtuous, with a sense of responsibility, visions and love for our country and the city.
The Ambassadors Scheme is open to students at Primary 3 to 6/Secondary 1 to 6 (the current student ambassadors in the 2025/26 school year could continue to be promoted until their graduation at Secondary 6).
Schools should nominate students with good conduct and keenness to understand our country, the Constitution and the Basic Law as well as assist teachers in promoting school-based national education learning activities.
Each primary and secondary school is encouraged to nominate 4 to 30 students from Primary 3 to 6/Secondary 1 to 6 for the Ambassadors Scheme. Students shall participate in the Ambassadors Scheme voluntarily.
Responsibility of Student Ambassadors
To participate in the training activities of the Ambassadors Scheme and to behave well with proper conduct and discipline; and
To exercise leadership ability and assist schools in promoting Constitution and Basic Law education as well as organising school-based national education learning activities, such as assisting in arranging quiz competitions, hosting school-based film appreciation sessions, leading peers to share learning points and delivering speeches under the national flag
To serve as the “facilitator of learning” and co-ordinate and lead school-based national education training and learning activities;
To participate in the activities in relation to the Ambassadors Scheme (Remark: The Briefing Session for Teacher Co-ordinators is tentatively scheduled for October 2026); and
To facilitate communication between the EDB and student ambassadors.
A badge will be awarded to each student ambassador upon entry.
Upon completion of each training session / activity, student ambassadors will be awarded points by the EDB / their schools based on their attendance and performance.
In addition to the activities under the Ambassadors Scheme organised by the EDB, teacher co-ordinators may award points to student ambassadors based on their efforts in the promotion of national education learning activities within the school and participation in related activities outside the school.
Student ambassadors with outstanding performance might be invited to join advanced training activities.
Schools interested in nominating students to participate in the Ambassadors Scheme are requested to create an online account and complete the nomination form accessible at the link below from 9:00 am on 24 August 2026 (Monday) to 5:00 pm on 25 September 2026 (Friday). Schools are advised to allow sufficient time to complete the related procedures and late submissions will not be considered. The EDB will issue to schools a notification of admission by email.
