To provide students with diversified life-wide learning and training activities;
To deepen students’ understanding of the Constitution and the Basic Law, including the important concepts of the constitutional status of the Hong Kong Special Administrative Region (HKSAR), the characteristics of the political structure, the HKSAR being an inalienable part of our country, as well as “One Country, Two Systems”;
To encourage students to show concern about the affairs of our country and Hong Kong actively; and
To develop students’ leadership skills and widen their horizons as well as nurture them to become citizens who are able and virtuous, with a sense of responsibility, visions and love for the country and the city.
The Ambassadors Scheme is open to students at Primary 3 to 6 / Secondary 1 to 4 (existing student ambassadors in the 2024/25 school year could continue to be promoted until their graduation at Secondary 6).
Schools should nominate students with good conduct and an interest in developing their knowledge of the Constitution and the Basic Law as well as assisting teachers in promoting school-based national education learning activities.
Participation is voluntary.
Schools which joined the Ambassadors Scheme in the 2024/25 school year:
• School could encourage existing student ambassadors to continue with progression, with a quota of 30 students for each school.
• Schools should have arranged for student ambassadors to participate in at least two activities/competitions of the Ambassadors Scheme and to assist teachers in planning and organising at least two school-based national education learning activities in the 2024/25 school year. The record of school-based activities and points awarded to student ambassadors for the 2024/25 school year should also be submitted to the EDB by 1 August 2025.
Schools newly admitted to the Ambassadors Scheme in the 2025/26 school year: Each school can nominate 4 to 20 students from Primary 3 to 6 / Secondary 1 to 4.
Places on the Ambassadors Scheme are limited. If the total number of nominated students exceeds the quota, nominations will be considered on a school-by-school basis. Priority might be given to schools which have previously joined the Ambassadors Scheme and/or participated in the “Constitution and Basic Law Territory-wide Inter-school Competition”.
To participate in the training activities of the Ambassadors Scheme and to behave well with proper conduct and discipline; and
To demonstrate leadership skills by assisting schools in promoting Constitution and Basic Law education as well as organising school-based national education learning activities, e.g. drafting questions for related school-based quiz competitions, hosting competitions and school-based film appreciation sessions on themes about our country, leading discussions on topics related to national affairs among peers and delivering speeches under the national flag.
To serve as the “facilitator of learning” and co-ordinate and lead school-based national education training and learning activities;
To participate in the training activities of the Ambassadors Scheme (Remark: The Briefing Session for Teacher Co-ordinators is tentatively scheduled for late October 2025); and
To facilitate communication between the EDB and student ambassadors.
A badge will be awarded to each student ambassador upon entry.
Upon completion of each training session / activity, student ambassadors will be awarded points by the EDB / their schools based on their attendance and performance.
In addition to the activities organised by the Ambassadors Scheme, teacher co-ordinators may award points to student ambassadors based on their active participation in the promotion of national education learning activities in schools.
Student ambassadors with outstanding performance will be promoted to “Ambassador Leaders” and might be invited to join advanced training activities and / or study tours.
Schools interested in nominating students to participate in the Ambassadors Scheme are requested to create an online account and complete the nomination form accessible at the link below from 25 August 2025 (Monday) to 26 September 2025 (Friday). Schools are advised to allow sufficient time to complete the related procedures and late submissions will not be considered. Schools will be notified of the results by email.
